After a few years of non stop crime, Batman and some others were finally able to take a little break. Most villains appeared to be captured or in hiding so the streets weren't as full of criminals anymore... However... The fact that it took years of work had really started to upset the citizens of cities such as Gotham and Metropolis. Some started to lose faith in the so called heroes or even started calling them criminals too. A lot of people had also moved from these cities leaving some parts of the cities to feel like a ghost town at times. At one point the disappointment for the heroes became so big that even the heroes had to go in hiding. That of course didn't take too long for the criminals to notice as they soon started escaping, robbing, murdering and loving this new found freedom. A freedom so huge for criminals that even the GCPD couldn't take it away from them... Not alone... Surely... After only a little while the citizens started to regret protesting against the heroes as they were now needed more then ever... Will they come back? Or will the heroes let the criminals take over?
