Site 71 is a secret Foundation site set in Antarctica. It is a joint site directly next to Site 01, the O5 Council's base of operations. Personnel stationed at Site 71 are to attain the utmost secrecy, lest they are terminated.

It is currently modern day. Site 71 is one of the oldest still operating Foundation sites, having been made during World War 2 due to the tensions all over the world. After the end of World War 2, the Foundation initially planned for the decommissioning of Site 71. However, from 1947 to 1958, the skirmishes in Antarctica for the land frustrated the Foundation. During Dwight D. Eisenhower's term, the Foundation convened with delegates from all 12 involved countries.

The Antarctic Treaty System was made as a veil for the Foundation to continue operations in Antarctica. As far as the public is concerned, the ATS is purely to stop fighting, but in reality, it is a veil.
